|
The aim of this study is to explain the meaning of introducing voucher system and to suggest assignments for solving the problems of that system in social welfare services through content analysis. Introducing voucher system in Korea means meeting the expanding needs of social welfare services, strengthening active role of private sector in service delivery system, empowering local governments to plan social service program and conversion to social investment state. According to this study, five findings are suggested to manage voucher system more effectively. First, the number of social welfare service institution and activities of them should be increased. Second, voucher should be provided on the basis of comprehensive social service system. Third, care helping services should be considered its character with distinction from other services. Forth, it needs to manage training social care giver and the quality of employment. Finally, it demands for expanding range of service recipient to accomplish the goals of increasing services.
